Fully wood-chip mulch may contain some fungi that can harm trees, shrubs and other plantings. The process of composting kills the fungi. You may have seen some trees with what is called “volcano” mulch around the trunk. While not all trees that have had a volcano mulch have been harmed, quite a few have died due to a fungus that caused the heart wood at the base of the trunk to become infected.
